The EAR Process

Should the process unfold from the bottom up, or from the top down?

Sometimes, the best of intentions are compromised over time as fading memories, work loads and self interest let processes and public perspective evolve into an unintended reality based on convenience, shifting responsibilities and increasingly misguided assumptions. Current methodology results in the filtering of public input through staff, sometimes keeping information and public concerns from the Board's contemplative process, insufficient questioning of costly studies, and involuntarily transforming Staff members into policy makers. We see this as a result of the process unfolding from the bottom up.

The EAR process should provide the means for concerned citizens to provide perspectives not otherwise considered and to assist the Board and Staff to accomplish their responsibilities in the process.

We hope that renewing the following perspectives will contribute to a process that will unfold from the top down as we all move forward through the EAR. Let's start at the top with the Owners of the Comp Plan.

The Public - We believe the public has a responsibility to help clarify, update and communicate citizens' needs in the context of current economic and social circumstances, many of which no one could have foreseen, and to do so in a way that helps form the Plan's revised growth management policies. We also hope to contribute to the effectiveness and efficiency of the Plan by providing a realistic future vision and helping Staff streamline accomplishment of Plan objectives by identifying and reducing redundant processes and regulations.

Board Members - We believe it is the mandate of each Board Member to establish visionary, practical and efficient land use policies and procedures that reflect the public interest and the platform on which they ran for office. Further, it is their collective responsibility to instruct Staff and provide them with the structure and clarity they need to support their role.

LPA - We believe that the role of the Local Planning agency is critical to Martin County's future. It is here that ideas must be discussed and vetted without political pressure. This Board is comprised of five citizens, one from each Commission District, appointed by the County commission. They serve without compensation or benefits. They must consider staff recommendations and public testimony and recommend action to the Board of County Commissioners. They may initiate actions and amendments on their own.

County Staff - We believe Compliance is the role of Staff.

" Insure that Board policies are effectively and efficiently reflected in the Comp Plan
" Insure that the Comp Plan complies with the requirements of other government interests
" Assist the public by helping them contribute to the process and to comply with Plan requirements

We invite your guidance and clarification regarding the forgoing and look forward to working together to achieve the best Comp Plan possible. It is our role and responsibility to participate and contribute. IT IS OUR FUTURE.
